This course aims to provide a comprehensive overview of the key legal regulations and practical aspects of public procurement. It focuses on the legislative framework governing public procurement, procedures for conducting electronic tenders, as well as the significance of the white and black lists and dispute resolution mechanisms before the Disputes Board.

- Functions, rights, and responsibilities of the State Procurement Agency
- Official website of the State Procurement Agency and the electronic procurement system
- Legal framework governing public procurement
Day II - April 1 (20:00 - 22:00)
- Overview of electronic tender methods (SPA, NAT, Competition, Consolidated Tender, Simplified Procurement)
- Pre-tender preparation stage
- Tender commission
- Tender conditions (tender announcement, documentation, amendments)
- Requirements for bidders and rules for describing the procurement object
Day III - April 3 (20:00 - 22:00)
- Submission of tender proposals
- Evaluation of technical documentation (including samples, expert opinions, and pricing justification documents)
- Clarification of technical documentation
- Documents reflecting registration/legal status and their evaluation
- Disqualification of bidders
- Invitation to contract and public procurement agreement
Day IV - April 6 (20:00 - 22:00)
- Administrative offenses related to public procurement
- Black List
- White List
Day V - April 8 (20:00 –-22:00)
- Disputes Board for public procurement-related disputes

- Former Chairperson of the Public Procurement-related Dispute Resolution Council, with 12 years of professional experience at the State Procurement Agency.
